Prior to establishing Cender & Company in February 2003, Mr. Cender was an Executive in the Public Sector Services – State and Local Government Group in a regional consulting and CPA firm.  Karl has over 26 years of public accounting and municipal financial advisory experience.

Karl’s primary responsibilities with Public Sector Services include financial advisory consultation services to schools, municipal governments primarily in the area of tax-exempt financing, budgeting, economic development projects, tax increment financing, financial feasibility studies, water, sewer and storm water utility rate and cost of service studies, and accounting matters. He has worked for schools, cities, towns, redevelopment commissions, libraries, municipal utilities, conservancy, sanitary and solid waste districts.

In addition, Mr. Cender has provided audit, tax and other consulting services to both public sector and private sector clients.   Karl assists public sector clients in obtaining tax anticipation warrants, general obligation and revenue bonds which includes initial planning and structuring the financing terms, presenting the financial impacts at public meetings, preparation of official statements, conducting interviews with underwriters and financial institutions, evaluating the bids for the net lowest interest costs and assists with closing on the loans and bonds.

Karl also assists public sector entities with financial feasibility reports for specific purposes.   Karl is a member of the American Institute of Certified Public Accountants, the Indiana CPA Society and an associate member in the Indiana Association of Cities and Towns.  Karl is a member of the Governmental Affairs Committee for the Northwest Indiana Forum and Treasurer of New Creation Business Advocates Inc., a not-for-profit that assists unemployed men to find meaningful work.

Mr. Botich provides general consulting as well as financial advisory services to state and local governments focusing in the areas of planning, community and economic development, tax abatement and tax-exempt financings. He specializes in tax increment financing analyses, redevelopment planning, and fiscal impact analyses associated with municipal annexations.

Prior to joining Cender & Company in April 2003, Mr. Botich was an Engagement Manager with a regional consulting and CPA firm for three years providing similar professional consulting services. Additional experience includes ten years as the City Planner for the City of Whiting, Indiana as the head of the Whiting City Planner Department where he applied a wide-range of planning and economic development strategies to guide urban development decisions designed to improve the quality of life in the community. Mr. Botich represented the City of Whiting on a number of inter-local and regional boards and commissions and worked closely with Whiting’s Plan Commission and Redevelopment Commission. In 1997, he completed the IndianaEconomicDevelopmentAcademy coursework at BallStateUniversity.

From 1987 to 1990, Mr. Botich was an Associate Planner with the planning firm of Trkla, Pettigrew, Allen & Payne (TPAP) of Chicago where he assisted a number of communities in the preparation and implementation of public-supported comprehensive plans, redevelopment plans. In addition, he assisted in the data collection, analysis and research for tax increment financing projects throughout the State of Illinois. Dan assists and works with local communities, redevelopment commissions and economic development organizations throughout northwest Indiana. He has prepared numerous redevelopment and economic development plans and has developed an economic analysis model to estimate real and personal property taxes which can includes the legislative circuit breaker, assessed valuation deductions (tax abatement), tax increment revenue, sales tax increment revenue, and imposed fee revenues from tax abatement. He has also developed a model to calculate the impact of the Legislative circuit breaker for taxing units through taxes payable in 2010.

He currently assists various local planning commissions with zoning and variance appeals issues and planning ordinance review. From 2000 to 2010, Dan was on the Board of Directors and officer of Partners in Contracting (PICC), a 501(c)(3) nonprofit organization acting as a federal government procurement technical assistance center (PTAC) in the State of Indiana. Dan is currently the Treasurer for the Whiting-Robertsdale Community Improvement Corporation, a 501(c)(3) nonprofit community development organization, a member of the Indiana University Northwest Institute for Innovative Leadership, and a member of the Finance Commission of St. John the Baptist Church in Whiting, Indiana.

Steve comes to Cender & Company with a wide range of experiences in small business ownership, real estate, construction, and finance.  He works primarily in business development and economic development consulting but also provides analysis on planning, modeling and market study reports. He is a former President-elect of the Porter County Builders Association, and board member on numerous not for profit community organizations.   Steve and his family live in ValparaisoIndiana where they maintain an active role in the community.

Mrs. Gray provides financial advisory services to municipal and local governmental units and provides tax consulting and compliance services to other businesses.  Prior to joining Cender & Company in June 2005, Mrs. Gray was a Sr. Tax Manager with a regional consulting and CPA firm for nearly ten years, providing tax consulting and compliance services to a variety of organizations.  Mrs. Gray specializes in exempt organizations, and while at Crowe, was instrumental in establishing the not-for-profit tax group, setting policies and procedures and training personnel within a network of seven offices.  Mrs. Gray also spent seven years with KPMG, specializing in real estate tax consulting and compliance.  With her combined 20 years of experience, Mrs. Gray has worked extensively with Partnerships, LLCs, S Corporations, Individuals and exempt organizations.   Susan is a member of the American Institute of Public Accountants and the Indiana CPA Society.  She is also a volunteer at numerous local churches and charities.

Prior to joining Cender & Company in February 2003, Mr. Tsouklis was an Engagement Manager with a regional consulting and CPA firm providing financial advisory services to state and local governments focusing in the areas of utility rate consulting and financial advisory services.  Additional experience includes over 15 years of experience in a variety of accounting experiences including several years with one of the Big Five accounting firms working in their internal accounting and operations division.  He gained valuable experience in utility rate setting during employment with the Indiana-American Water Company.
Damon’s experience and specialties includes, but is not limited to, the following areas of consulting: tax exempt financing, budgeting, economic development, tax incremental financing, financial feasibility studies, water and sewer utility rate and cost of service studies, and municipal accounting assistance.   Damon has attended numerous seminars and conferences pertaining to utility and rate issues. He has attended the WesternUtilityRateSchool sponsored by the National Association of Regulatory Utility Commissioners’ Water Committee, the Financial Management Cost of Service Rate-Making Seminar sponsored by the American Water Works Association and seminars which were sponsored by the Indiana Association of Conservancy Districts and governmental entities.

Brenda specializes in providing accounting assistance to local units of government, as well as assisting with tax-exempt financing and utility rate studies. She also provides tax consulting and compliance services to individuals, corporations, partnerships and not-for-profit entities.

Lynelle is our office administrator and the person who greets you when you call or visit our office. She is responsible for our billing system, report production and keeping our office running smoothly. She is an avid reader and enjoys spending time with her cats.

          Bryan comes to Cender & Company as a recent graduate from Ball State University (2013).  He did his studies in urban planning and development, working with economic and redevelopment plans. 

          Prior to joining Cender & Company, Bryan was the co-founder of RED LLC, an economic development planning firm.  Bryan works primarily with economic development plans, redevelopment plans, and data collection.
